The satin ribbon in this interface was created based on a wonderful tutorial from Backgrounds For Sitchers on making "organdy ribbons" using vector lines in Paint Shop Pro. This tutorial takes some practice but is well worth it.

The gold and red ornament was rendered in KPT Shapeshifter and then "layered" and massaged quite a bit in Paint Shop Pro. The entire interface was put together in Dreamweaver MX, using nested tables to achieve the full-bordered look. The font used here is "English Vivace". If you want a larger content area and you want the borders to expand seamlessly, you will need to add height to the over all table and the content area in increments of 159 pixels (the height of the border tiles). The zipfile includes a Flash-animated holiday greeting in the title area, which you can dispense with if you like. It also includes a blank freestanding button, as well as 8 buttons inscribed with common titles used in personal pages.
